The next step is expressing machine behavior as beliefs, especially goals. This lets the machine be immensely more intelligent than when you tell it to blindly follow a sequence of meaningless operations. Informed not by neuroscience - planes don't flap their wings; cars don't have legs - but by scientific philosophy. There's a small taste of this in my egoClip, a free RSS news reader that automatically learns to prioritize articles by your interests. (egoClip isn't based on my new technology and isn't compatible with Vista yet.) It does this while keeping its model of your interests private, on your own computer.
